First-tier suburbs.  A new Brookings Institution study, One-fifth of America: A Comprehensive Guide to America’s First Suburbs, details how first-tier suburbs are changing. More multi-ethnic and more elderly. Our work in first-tier suburbs over the last two years has given me a first-hand look at the trends and how city councils and their staffs are dealing with them. The New York Times on August 13 in a story with the headline “Off to Resorts and Carrying Their Careers” highlights growth in the nation’s resort areas. www.nytimes.com. Where people live and how they work have enormous implications for businesses and governments as well as continued growth in the nation’s largest metro areas.
